SURRENDER OF HONG KONG

THE COMMITTEE referred to a telegram from the Joint Staff Mission reporting the views of the U.S. Chiefs of Staff on COS(W) 69. It was suggested that the British representa- tives in Chungking should be instructed: -
(a) To give the Generalissimo assurance that full
facilities would be made available through the Hong Kong area for the assistance and support of Chinese and American forces who might still be either engaged against the enemy or involved in securing the hinterland, so far as the conditions of the port allowed.
(b) To ask the Generalissimo, if he is satisfied with
this assurance, to inform General Wedemeyer to that effect.
SIR DRE CUNNINGHAM said that he considered that suggestion (a) had already been dealt with in a Foreign Office telegram to Chungking. As regards (b), he suggested that the Foreign Office should be requested to ask His Majesty's Ambassador in Chungking to press the Generalissimo to inform General Wedemeyer that he was satisfied with the assurance given. He informed the Committee that the naval forces destined for Hong Kong had arrived at Subig Bay, which was 30 hours steaming from Hong Kong.

the Secretary to write to the Foreign Office accordingly
